Electronic Notice of Intent (NOI) Requirement
The TCEQ no longer accepts paper Notices of Intent (NOIs) to permit projects disturbing 5 acres or greater (or part of a 5+ acre common plan). All entities requesting Large Construction Permit coverage must obtain a STEERS account and submit their NOI electronically.

Correct Answers to the Confusing STEERS Questions
- Which STEERS Program? → “Storm Water General Permits (EPR_SW)”
- Access Type: → “Storm Water Sign - view, create, delete, modify, pay, sign and submit”
- What is the best description of your employer’s relationship to the facility? → “My employer is the facility or applicant for the permit application”
Completing the STEERS Participation Agreement (SPA)
Once you have provided the information about your account and are on the “STEERS Account Summary” page, you must submit an SPA (STEERS Participation Agreement):
• With a Texas Driver's License (Fastest — 15 minutes): Click the “E-Sign SPA” link at the top of the page. Enter your TXDL information, check the two boxes at the bottom, and click “E-Sign SPA”. Note: The TCEQ website gives no visual confirmation that the submission succeeded. Wait 1–2 minutes, click “Exit Application”, and close your browser. Within 10–15 minutes you can log back in with your newly assigned ER# and password, and your account will be moved from Probationary to Active.
• Without a Texas Driver's License (Paper SPA — 10 to 14 days): Click “Paper SPA”, complete the fields, and click “Generate your SPA” to print and mail the signed form to the TCEQ address printed on the document.
What ProTex Needs From You Once Active
- Your STEERS Account ER# (e.g., ER012345)
- Your company's Texas Secretary of State (SOS) Filing Number (required if your entity has never obtained TCEQ permit coverage before)
